Universal Changing Table Legislation
A universal changing table, also known as an adult changing table, provides safe, hygienic, and dignified access to public restrooms for individuals with disabilities or other medical needs who may not be able to access standard handicapped accessible restrooms. In an effort to make public restrooms more accessible and inclusive, numerous states and locales have begun to introduce legislation regarding universal or adult changing stations. As states and locales introduce or pass new legislation, the resources below will be updated.
The International Code Council (ICC) has also approved Code E142-21 for the 2024 Internationl Building Code (IBC), which requires height adjustable adult changing stations to be provided in certain types of establishments. Learn more about the IBC code here.
